The macro which you were looking for is %_topdir. Write to your ~/.rpmmacros this line

%_topdir /home/devel/dwalsh/sources/

and you can save four lines.

What is the difference between the two make commands?

They look the same to me, it looks to me like they both deal with "modules"

I am not sure what you are trying to do it, but Validate seems to want to build the entire policy and then validate it for correctness.

My point was it looks like a typo in your post. Shouldn't one of those "modules" be "base"? Are they really supposed to be identical?
