I tried to do this in the Release of RHEL 5 that I purchased. If I set selinux to enforcing in /etc/selinux/config and reboot I can no longer login. I found this to be true for the strict policy to. Is there a way to set the policy so that it remains in enforcing and also allows login? It gives me no shell: permission denied every time I log in.

When you said you did this, did you install MLS Policy or are you just trying out pam_namespace or both?

I installed the rpm of the mls policy but I did not touch the pam_namespace.

Thank you for pointing out that I missed the pam_namespace That fixes it.
